Magic exists as a fact of all material. The gods forged the world with power, power that is not understood well by mortals. This power permeates every facet of existence. To an extent, everything is made of magic, some things being made of other types more, but everything is made with a bit of everything. So thus, everything in theory can use magic, from trees to sapient beings.
