Shambal group

shambal group is a private prison company created by a mysterious figure called shai rah to create prisons to administer and punish prisoners in the high tower. The group is debated on many levels as a corporate cash grab as the methods used by the group are questionable on all fronts. the group is responsible not only for administering inside the prison but outside as well, as they have many rehabilitation programs in their vicinity which are quite questionable by the general public. 
the shambal group has many prisons in the high tower but there are three key prisons that are most focused on by the group. as the three prisons host three different key power levels. for example, the "happy farm" prison is the first one of the three which hosts the lowest power level criminals in the Hightower. 
the prison hosts many prisons for various entities (from simple villages to major governments) as it is one of the most reliable entities in the Hightower.
