Herbert Westin

While the Sabbat are largely a dead cult and there are virtually no Anarchs left, there are those who oppose the Camarilla rule openly which in its own right is a sort of shield against retaliation. After all, while the Camarilla may seem like Tyrants, to act like them is to invite rebellion and there are plenty of young vampires like Herbert Westin who could very quickly over power the old guard by sheer numbers alone. One can imagine for every elder Camarilla vampire there are dozens of neonates who do not like being ruled over like children. Through patience, wisdom and some level of tolerance, allowing outspoken anti-camarilla idealists to exists gives the Camarilla rule legitimacy as fair rulers which is why vampires like Herbert Westin seems to have largely been allowed to speak out, question and challenge the Camarilla rule of London. This however is not the case with Herbert, his circumstances are actually quite unique.
Its clear with Herbert and vampires like him that this is a part time hobby, like most vampires that oppose Camarilla rule, while he does so, he enjoys the freedoms and safety it provides. An established haven, feeding grounds and relative protection of the traditions are all part of that protective shield and Herbert while not particularly clever certainly knows the limits to which he can push his anti-camarilla sentiments on most days.
Still for the prince of London, Herbert Westin is like a spark in a room filled with gas and Isabella in particular has experienced the full range of consequences that come from the absence of order. On a number of occasions Herbert has been warned about his outbursts, in particular in Alysium and once even punished for stepping over the line. Some question the decision of the Camarilla to allow such behavior in the city, tolerance is one thing but disrespecting elders is an entire other thing.
The main reason things have not been taken any further is that Herbert Westin is the progeny of "Smiling" Jack Drake, quite possibly one of the most important Brujah to the Camarilla council in existence. Jack Drake is negotiating on the behalf of all Brujah the possibility of the Brujah joining the Camarilla, a massive step in the right direction that most of the council agrees is far more important than the inconvenience of the London prince. The negotiations have been ongoing for years but are progressing in the right direction and its vital nothing upset the very fragile temper of the Brjuah and in particular Jack Drake who has the means to make life very uncomfortable for the Camarilla. The London prince has been ordered by the council not to take any action against Herbert Westin and its clear that Herbert knows it as his disrespect is blatant in particular towards the London prince.
It was made clear by Jack Drake that should anything happen to his progeny he would muster every Brujah in Europe and launch an outright war against London, an empty threat at best as far as the Camarilla are concerned, but none the less the entire negotiation would collapse which would be unfortunate in a time when the Camarilla are so close to making a deal.
Herbert Westin in the meantime is enjoying everything Victorian London has to offer under a protection few vampires could ever leverage and he is not exactly making friends doing it. A regular at the Carlton, he throws lavish parties and raises more than one elder eyebrow with his party antics. In fact Herberts partying in London is the stuff of legend even after the short 30 years he has been a resident. The vampire does nothing productive, is political only in his disgust of politics and vocal opposition to the Camarilla and is by no stretch of the imagination useful to anyone.
What makes it worse is that he has a personality that just draws out anger, always saying the most inappropriate and most offensive thing that one can in any given situation. There is considerable fear from the Camarilla council that someone may just act out and kill the kindred and it is for this reason Isabella has been ordered directly to keep him safe and under control in a way that ensures the negotiations will not be disrupted.

The Camarilla negotiations for the Brujah joining the organization are taking place in Italy, under the watchful eye of Augustus Giovanni, the council representative.
