The Lich subjugates the orcs of the Hold.

Aroden not rising to Tar-Baphon's challenge, the newly-risen lich conquered and united the orcs of the Hold even in spite of their widespread hatred of undead and Necromancy, mostly because Tar-Baphon took advantage of the normally divided and disorganised orc clans and quickly overwhelmed them in power both on his own and by raising the dead.   At first glance, how small the proportion of undead orcs were part of the Whispering Tyrant's army would lead to the natural conclusion that orcs willingly chose to unite under Tar-Baphon's rule. And certainly, most of Avistan were content with such a conclusion. However, the reality was that - while there were certainly willful participants – the orcs, realising their powerlessness against Tar-Baphon, understood that conflict would only lead to them becoming undead and decided to avoid such an outcome to the best of their ability. Some fled, some joined enthusiastically, some joined after coercion but to the rest of Avistan and especially Ustalav, who would soon feel their militaristic might, the only thing that mattered was that the orcs had united once again.
