Career politicians are curious creatures. They aren't skilled like a craftsman or strong like a warrior. They don't lead to new discoveries like a scientist, nor do they delve into mysterious like the archaeologist. Instead a politican merely sits in the middle things and either gives or withholds their approval. They exist as a buffe of sorts - a resistor to prevent a cultural surge or lapse that could potentially damage the status quo. They are the chief bureaucrats who ensure the stream of food, resources, and silver continues the flow throughout Alwaus and that Alvain rule is accepted without resistance. How exactly they accomplish all that is a mystery to all save themselves, and asking a politician such a direct question is certain way to get a long winded filabuster of an aswer that leaves somehow both reassured and more confused than before.
While the true ruler of any city in the Empire is of course The Alvain Empress, her will and authority is frequently bestoyed (at least paritally) upon a specific figurehead in each city.
