Some locations, cities, or even kingdoms in Alwaus has restrictions on the carrying of weapons without written authorization. As the penalties for illegally carrying weapons in these areas can be rather strict, people have tend to instead carrying "tools" that do not fit the legal definition of a weapon. A player without a Writ of Martial Exception may ignore the laws against carrying weapons when the only weapons they are carrying all have the Legal quality.
