Iphelele Elder Council And Courts with Laws and Taxes

The elder counsel:
The leading government body of the Iphelele and comprised of the most experienced and skilled people in their fields. The elder counsel has tensions with the Zuru religion and its members and is losing power in society as they still hold old onto old traditions based on an ancient ocean god in a changing society. The elder counsel frowns upon magic mutations and is trying to undermined it which has caused a rift between the older members of society and the younger.
The courts:
The courts are both a legal body and a public one dealing with handing down punishments, dealing with disputes a way for members and groups of society to propose law changes or funding for projects. Their is a small court building in each section dealing with its local residents and Low Law Deliberater are voted in by them as a kind of representative of their area (think local government) and a major building in the middle layer who handles all the bigger issues and is voted in by the Low Law Deliberater to become a High Law Deliberater.
Current political issues:
Due to the issues involved with the elder counsel and the Zuru religion the courts have become the center stage of these Issues with both factions using their influence in a political kind of warfare. A major figure for the Zuru religion in the courts is Gentic who would be considered a high priest from a normal religion while some people would consider him a reckless innovator when it comes to magic mutations.There are rumors going around that he has secret lovers, but what is known is that he has produced many capable children with great skills. His power and influence in the courts has recently taken center stage and given more influence then it otherwise should, this has caused futher tensions between elders and other older members of the court with the Zuru. He is currently trying to push for a new structure to be built with the meteorite being center stage as a way to help with magic mutations.
Taxes: Taxes are incredibility low compared to most places with just sales taxes being the bulk of income. Due to not needing water, food or sleep people work to perfect themselves and money isn't a motivator when doing a craft or work outside of buying base goods for what they want to do. The majority of tax comes from selling dyes, silk and other items outside Bogmire but buying and selling items inside Ipey are included. The main reason why taxes are so cheap is if the elder council wanted to employee military or guards they will do this for free or little income as long as they can pursue bettering themselves, Iphelele have natural defenses and the chitin can be used for physical weapons leaving basic maintenance costs near nothing outside uniforms, weapons, buildings which many other citizens will also happy to work on the base cost of goods paid for to further their own skills. Thanks to the stores of dye and silk being insanely profitable the main focus for gold is outside goods like metal, wood and cultural goods.

Structure

Elder Council:   First Elder: This position is chosen by the other elders to represent them and that of the Iphelele themselves.   Merchant Administrator: This position is appointed as both a diplomat and trader for organizations outside of Bogmire handling both trade contracts and resource management.   Overseer of the city Guard: Voted in by their fellow guards through meritocratic and chosen to best represent their ideals. Deaks with train, security and enforcing laws with the guards.   War leader of the army: A general of sorts that is chosen for their accomplishments. Not so much direct influence over independent war bands and groups, but tries to organize strategy and information supply between them.   Swamp Hunter Representative: A voted in position by hunters, gathers and adventures dealing with the upper and outer swamps. Manages everything from resource gathering to hunting threats to adventurer contracts.   Master Moss Architect: Appointed position. Doesn't deal with individual architectures unless grand in nature, their focus is the overall design and structure of Ipey and its layers and further expansions due to population booms. Courts:   High Law Deliberater: Chosen representative from the low Law Deliberaters. Handles the biggest issues and justice as well as any excess budget from the council to projects in the city. Works with the elder council for overall management.   Low Law Deliberater: Voted on per district. They handle petty issues and overall mangment of a district.

Assets

Elder Council: Lower level tribal style building acts as both the meeting place of the elder council and a place for them to discuss laws and issues.    Courts: A major court building in the center of the middle layer Ipey as well as well as small court buildings in each section for the residents.

Military

Being an individualistic society and being safe and secure from most of the world, the military consists of war parties with leaders and troops wanting to show and demonstrate their skills, tactics and power instead of a traditional military structure and formations. This works well with fighting off and hunting powerful beasts but untested against actual military campaigns as none have ever truly accord outside skirmishes with the blighted village.   The guards focus on the ideals of perfection with society, justice, efficiency or power and are incredibly strict following the code of law to a T. They don't just focus on laws though, but etiquette and code of conduct or anything they perceive as harmful to what their perfection or society such as the road rules, you must stay on the left side at all time and cross at dedicated areas. Though they aren't a serious punishment often a talking to or a fine, guards use this as a form of correcting and not malicious in nature but an attempt to fix poor behavior and to improve and educate the person and better society.

Foreign Relations

Blighted Villages: People mutated by the meteorite who retained their human like intelligence but deformed. These areas swelled in population and people when the Iphelele were discovered and unknown to them what effects it would have on them and their future children. Relations are considered bad with them attacking our trade and petty skirmishes from the Iphelele, but some members of the blighted expressed interest in the Zuru religion or wishing to try to regain humanity with the meteorite but the Elder counsel has refused such offers of help and much rather to maintain the status quo of petty conflict.
Other countries: Impartial and uncaring.
Outside Skull Island: Good relationships with merchants and adventures looking to get rich.
