Pamphlet 10
No doubt you have seen our other pamphlets and wondered what we must be asking for. I can reveal that now: a new form of government, a body within the body politic to represent the general will of the people and execute it as the elves once did with their councils.
This is a call to break up the empire into smaller nations where the people are closer and to have those ruled by representatives of general will.
To prevent war, to establish a place where the nations could unite to settle their differences with debate.
Hereditary aristocracy or aristocracy claimed through might are both terrible for a government because they do not represent the population. Thus we must have elections once a nation is established.
The wisest should govern, but it is often the wisest who steer away from applying to govern. Thus the people should select from their towns and settlements the wisest amongst themselves, coming to an agreement to elect them.
There should be no king - a single person representing the social body - because a king will always go against the best interests of the people in favour of his own best interest, which is to keep the people weak and subservient to him. Let us hold councils and live under the auspices of a group of wise
