FairHaven Bounty Hunters
Dead or Alive contracts based out of FairHaven, they have higher standards out of their home office, but there is also a hall in Haven's Landing, Boardwalk, and there was briefly one in Haven Cross. Those out of FairHaven are known for their brutal efficiency in seeking and securing humanoids by any means necessary.
In FairHaven, the Bounty Hunters claim the most dangerous and pressing threats, and are encouraged to work together to split bounties in a twisted sort of self-righteousness as most of their targets in the last few decades since their conception, and their recruiting efforts, has been to employ those with a certain sort of loyalty to the crown, or at least to the gold they pocket from Haven on High.
One of the many things this allows Richard to do is invest less in maintaining his army as the locals will often turn in and keep an eye out of the postings even if they are not of Haven's kingdom or a bounty hunter.
