Silver Fin Harbor (Autonomous City)
Silver Fin Harbor is an autonomous city along Tawar's north east coast.
The city is built up around the cliffs of a meteor crater that has now come to form the harbor of the city's namesake.
Silver Fin Harbor was first created 200 years ago as a hideout for the Silver Fin Dwarves who were, at the time, an infamous crime syndicate of pirates and smugglers operating along the northern coasts of the Known World. Over time, the hideout evolved into a settlement and eventually grew into the city that it is today. Though the original Silver Fin Dwarves disbanded several years ago, Silver Fin Harbor continues to thrive as a central port and home base for pirates, smugglers, and crime syndicates across the northern stretches of the Known World.
Though the Kingdom of Tawar has on several occasions tried to take the city under its control, no attempt has been successful, primarily because of the city's remote location, natural fortifications, and access to the sea (not to mention the sheer naval firepower that typically docks there).
Silver Fin Harbor does not have a centralized government or leadership. Instead, it abides by the rules and decorum generally agreed upon and abided by sailors and other maritime folk. In times where conflict cannot be resolved, a council of the city's largest syndicates meets to resolve the matter.
