A series of councils take leadership over the various wings of the cult, taking joint action and voting on key issues.
Culture
A very sceptical and xenophobic group, intolerant of those not aligning with the cult, only potential recruits are treated with respect. Therefore they will do everything themselves to avoid hiring mercenaries or workers. This makers cult members extremely efficient and practical, but often overworked and stressed. They focus much more on maintaining and building than inventing. They follow traditional arcane arts, seek powerful magical creatures as allies, and are obsessed with traditional culture, both their own and of different groups. They are highly accommodating of rituals, festivals and practices of old to the point of obsession.
