Ninian X, occasionally known as Ninian Cila or Ninian Balkehir, is the sovereign of the Laslin city of Balkehir, having served in that role since she was 56. She presides over the Balkehir Council that runs the city, as well as representing the city in the Laslin Union.

History

Ninian Cila was born during the reign of her grandfather, Sovereign Merten VI, a time considered to be a small golden age for the city. As her father's oldest child, she was groomed from birth for leadership, spending large parts of her life in the other Laslin cities to learn more of their culture in preparation for her future role in the Laslin Union. She was particularly fond of the gnomish city of Taufa, where many of her closest allies resided.
When she was 23, her grandfather set out to travel to a meeting of the Laslin Union, widely expected by most to be the last he would attend. On his return, a sudden storm pushed his boat off course, and the current swept it over the World's Edge, with only one of his wizard attendants able to survive due to a quickly-cast Fly spell. The tragedy ended the golden age of his reign, and swept in Ninian's father as Merten VII.
This was not to be the last personal tragedy of Ninian's life, as when she was 49 one of the core pillars of the city of Taufa collapsed, dragging the old quarter into the ocean and pulling much of the city down with it. Though she was not in the city at the time, her partner's family all were, and were not among those rescued from the wreckage or found aboard fleeing boats. On her ageing father's behalf she worked tirelessly to help the Taufan refugees, being considered responsible for the construction of Balkehir's 'Taufa District' to house them.
She has reigned as Ninian X since she was 56, after her father passed peacefully in his sleep. Despite her "late" ascension, she has been an extremely active ruler, regularly convening the Balkehir Council to hear from her most noteworthy citizens and travelling the streets to hear from those most forget. In recent years she has recognised the need for moderation, and has been working to involve her oldest child, Rehana, in as many of her duties as she can.
