The Forsaken Fortress
A floating city on the Lalvican Sea, the Forsaken Fortress is an artificial island that constantly changes its location. It is well-armed and fortified. A unified professional navy would be the only thing to potentially breach its thick walls, and no ruler is headstrong enough to take such a risk.
Pirates who have sworn allegiance to the Fortress are allowed to dock and trade their illicit cargo far from the reach of government forces. It is a place of scum, villainy, and fancy hats.
Structure
The Fortress has only a few rules, and is overseen by a Grand Admiral, who exists primarily to keep the peace between high-strung criminals while they're all docked for trade. The Fortress gets a cut from cargo sales, and it uses these funds to maintain and upgrade the Fortress's defenses.
Captains have supreme authority -- and responsibility -- over their own crews, and the captains of especially powerful ships may form a council in times of great distress.

Assets
In the Forsaken Fortress, you are most likely to find:
- A huge black market of rare, illegal, and specialty goods.
- Vendors selling stolen gems (like diamonds for clerics).
- Maritime transit to any corner of the Lalvican Sea, for the right price.
- Gunsmiths and other black powder weapon dealers.
- Really great seafood.
History
Supposedly the project of a wealthy, obsessive genius, the original Forsaken Fortress appeared on the Lalvican Sea 30 years ago and quickly became the Lalvican's central black market trade hub. The original structure has been frequently modified: thicker defensive walls, more docking stations, and, always, more cannon. It is a rapidly evolving citadel of piracy.
While there are many pirate unions on the sea, the Fortress is easily the most powerful and frequented.
