Council Precider Protocol

 

Order of the Events

1. Introduction - The preceding council member gives a brief introduction.   2. Information and Updates - The preceding council member gives a brief bit of news about current events and results of last times meetings. This is prepared by the council staff.   3. Public Floor - Those who have signed up to speak are given the floor to voice concerns before the council.   4. Motions and Proposals - The floor is given to council members to propose motions and laws. Gentles must get a council member to propose a law or get a council member to defer to them (see below).   5. Conclusion - The council session is over, give an outro and the date of the next council session

2. Information and Updates

(Handled on a Session by Session Basis)  

3. Public Floor

a. Call to Speak - "Gentles of the Floor, those that wish to speak before the council are now given the opportunity. Please pass your tokens forward and you will be given time"
b. Speakers - Go through each token and allow them to speak. (names are written on the tokens). "The Floor now recognizes INDIVIDUAL"
c. Call - Once all gentles have been allowed to speak, continue on to motions and proposals.  

4. Motions and Proposals

a. Call - "We now move on to Motions and Proposals, All council members who wish to submit a proposal, please hand over your tokens."
b. Proposal - By order of seniority, each council member is allowed to proposal a motion or proposal. Each council member is also allowed to defer to a gentle a proposal should they wish. Go through each member by order of seniority, including yourself, "The council now recognizes INDIVIDUAL to the floor". Each council member then either passes or speaks. You still call yourself, but after calling yourself say "I Pass" or speak on the proposals behalf.
c. Debate (Council) - After a proposal is proposed, each council member is allowed to voice their opinion in order of youngest->oldest with the same protocol as the proposal. Either PASS or speak on the proposals behalf.
d. Debate (Gentles) - After the council members have gotten the opportunity, gentles are allowed to voice their opinion. "The council now recognizes the floor for debate. Those that wish to speak, raise your hand. ". Call each one, "The Floor now recognizes INDIVIDUAL".
e. Vote - Finally, the council members vote. A declaration is made, "The Floor has been heard, the council will now vote on the proposal. All in favor say I". Wait. "All Against Nay". wait. Judge based on who voted the most, "The I's/Nay's have it", then proceeds to the Call.
f. Call - Before confirming the vote, an opportunity is given. "Does anyone wish to cast the vote to the floor?". If anyone confirms, then a vote is called.
g. Vote - "A motion has been called to cast the vote to the floor, all in favor of calling a general vote say I". Wait. "All against say Nay".
h. To the Floor - If the gentles vote to cast it to the floor OR it ties in the council vote, then the council decision is overridden and the vote goes to the floor. If the nays have it, the councils decision is finalized. "All in favor say I", wait "all against Nay"
i. Finalize the vote - "By the authority vested in me by the Saltmarsh Council, the vote has been counted and the proposal PASSES/FAILS." bang gavel
j. Recognition - After finishing a proposal, defer to the next council member that has a proposal. "The Council now recognizes INDIVIDUAL" (next on list)
 

5. Conclusion

Once all have been finished, "All motions have been voted upon, this concludes the council meeting for this evening. We will reconvene on NEXT DATE".
