Khotum
Once a strict and conservative city on the outskirts of Vašira, Khotum is a city of loose morals, debaucherous revelry and unimpeded leisure.
Now, gone are the days of its reputation as a settlement run on military discipline, for it has become common knowledge that Khotum is a hub of excess and depravity, where free-thinkers debase themselves in the name of apostasy.
However, many see it as a utopia of creative expressionism, a crucible of art and culture in an oppressive society. There are those who value the freedom to do and say things not allowed in a society that values tradition and order.
Regardless, there will be something for everybody in the colourful city of Khotum.
Industry & Trade
Khotum is known as a place where rules and taboos firmly established in other parts of Vašira hold little weight. Too late did the government of the mountain kingdom realise the transformation that was taken place in the city. Now, it has grown powerful off the tourism and trade it does within the walls, supported in no small part by organised crime and other illicit factions, to whom the lax laws of Khotum are a boon for their business.
History
Vadim Khelash was instrumental in the rebranding of the city and the cultural revolution that took place. Having grown up in a society he felt had hindered his development and his mind, he left to seek experiences and knowledge he wouldn't be able to acquire in his draconic home.
After some years, he returned a changed man who saw the world with open eyes. Charismatic, popular, and spouting new ideas and concepts, he rose through the ranks to become a lord of the city. He brought art, writing, music and other avenues of creative expression to its streets and was beloved for it.
His campaign was one of peace and prosperity, his platform built upon an enthusiastic pursuit of satisfaction. After so many generations that had devalued and stigmatized individuals who no longer fit societal norms or expectations, a shift in attitudes started to emerge. A boom of art and culture allowed the city to flourish under a new governance with new ideals.
Unfortunately, the celebration of freedom and expression continued unhindered, into deeper and deeper recesses, accompanied by the consumption of alcohol, hallucinogenics and feasts. It is said that Vadim Khelash himself hosted many parties, which often ended in heavy imbibing and orgies.
Vadim himself did nothing to curb the rising tide of debauchery and crime, lost as he was in the power and satisfaction.
