The Conditional Concordat
Also known as the "Pact of the Hundred Hands", the Conditional Concordat is a long-standing covenant made from a now-unknown number of parties across the country of Isturoth. Initially started by a feud between neighbouring regions in Vašira, through a series of complicated and unprecedented events, the limited agreement soon spiralled out of control, crossing the border into Kur'Taloth.
The organisation was founded almost entirely on the principle of "you scratch my back, I'll scratch yours". Now spread so thin over distance and time, the Concordat has little effect on day-to-day processes and transactions. At the time however, the far-reaching ramifications of what occurred were so profound that the pact struct by those involved threatened to fracture and destroy the entire mountain kingdom.
History
The origins of such a historic group have been wildly disputed over the centuries, however much of the story remains the same regardless of who tells it, particularly where it can be traced back to.
In the newly reformed Vašira following the War of Ashes, regions were beginning to take shape and borders drawn up. Following the wake of such destruction and violence, the new kingdom of Vašira struggled to find its feet as it attempted to quell insurrection from recently absorbed nations and maintain some kind of stability. In an effort to appease two such nations, they were granted a degree of autonomy amidst their acquisition.
The dual kingdoms of Makhelov and Kolmaran were recent rivals in the war until they were both conquered and consumed by Vašira. Now the decision was made to allow them to retain control over their nations, under the sovereignty and leadership of Vašira. Both agreed, as it seemed a better alternative than complete dissolution, or else returning to a state of all-out war, but the bitter hostility toward one another lingered.
The ruling party of Vašira had even arranged a summit between the two in order to establish a resolution. It is said that the leader of Kolmaran was about to pour themselves a cup of buttered tea when Makhelov's ruler snatched the pot away, insisting that they would be a terrible host to allow them to pour their own tea. Some also say that following this, they proceeded to overfill their cup. On the other side, the rumour instead states that Kolmaran's leader refused to talk until their tea was poured, and then drank noisily until they left the cup half-empty. Whatever minor etiquette rules were broken, both leaders left the summit no closer to mending their relationship.
