One of the most well-known cities is Vashira is the city of Khotum. It is known for its infamous reputation, as a hub of debauchery and loose morals, though it did not begin that way. It is largely due to the actions of its ruler, Vadim Khelash.

Khotum was once a conservative city, one who's reputation as a settlement run on military discipline prevented it from Growing up, he maintained a tense relationship with his family and his battle with anxiety and existential questions shaped his worldview. He was generally detached from society, trapped in a bureaucratic job, and burdened by familial and societal expectations.
He was a timid and obedient child who excelled at his studies. However, deep down, he rebelled against the authoritarian institutions and emphasis on subjects he believed were delivery mechanisms for dogmatic rhetoric and propaganda.
His opposition to the established society became more pronounced when he joined the military and learned more of the world of politics. Throughout his adult life, he expressed sympathy for cultural aspirations, but even these were suppressed by his superiors. Thus, social isolation and rootlessness contributed to his chronic unhappiness.
Desperately seeking meaning, security, self-worth, and a sense of purpose, he left Khotum to explore more creative endeavours as a means of “salvation,” through which he could reconcile with the world or transcend his negative experiences in the world. He immersed himself in the worlds of art, writing, music and other avenues of creative expression. Often, these delved into themes such as alienation, guilt, and existence.
It was widely-known that he believed that in modern industrialized society, anyone who deviated from societal expectations was perceived as repugnant, abhorrent, and expendable. Moreover, the individual who failed to conform internalized this perception.
He eventually returned to Khotum, an accomplished and well-travelled individual. He was charismatic and pursuasive, and had a knack for greasing the right wheels. Within a matter of months, Vadim had instilled himself as a powerful political figure. In just two years, he was in charge of governing the entire city.
From the moment his rulership began, Vadim pitched a campaign of peace and prosperity. His platform was built upon an enthusiastic pursuit of satisfaction. Coming from a society that, he believed, devalued and stigmatized individuals who no longer fit societal norms or expectations, a shift in attitudes started to emerge. Vadim's new campaign received massive amounts of support in a repressed culture that yearned for freedom of expression.
Following a boom of art and culture, the creative expressionism grew to intense levels and soon the strict military disciplines were lost in favour of a more open-minded agenda.
Even before its descent into more debaucherous revelry, it was already getting a reputation among the other cities in Vashira as a hub of excess and depravity, where free-thinkers debase themselves in the name of apostasy. However, Vadim did not dispute this reputation and even encouraged it. Meanwhile, the celebration of freedom and expression continued unhindered, into deeper and deeper recesses, with the consumption of alcohol, hallucinogenics and feasts. It is said that Vadim Khelash himself hosted many parties, which often ended in heavy imbibing and orgies.
