Citizen Papers

These papers are given to all of the people in the city of Alerous. The are forged when a civilian turns fifteen and prove that they are form the city. Anyone that moves to the city can also ally for these papers, after they have lived their for two years.
To get one of these papers, a person most go to the Grate Guards head quarters in the city and apply for one. They can then request the papers after proving that the met one of the qualifications. Once they receive the papers their names and physical descriptions will be put into the cities official records so that the government can keep track of them. These records will be sent to the Shadow Writers as well by informants in the guards so that the organization can keep it's hands on the cities population. If someone losses their papers they will have to return to this building in order to receive another set, as well as pay a fine for wasting the time of the guards.
These papers prove that the person is a citizen of the city. It grants them certain benefits including access to most of the public buildings. It is not necessary for people to carry the papers with them most of the time never the less many people do keep the papers will them. The guards will often ask people on the street for their paper if anything suspicious happens. The guards are well known for have preferential treatment to those that have their papers treating those who did not as enemies or traitors to the city.
