The Preservation of Empire

This document also known as the Ink Treaty, this document was signed between the leader of the Shadow Writers and the sitting emperor of Algrate at the time. This was done in secret and to this day only a few actually know of its existence.
When it was signed the previous emperor was not a member of the Shadow Writers, however many of the people around him were, this had been the way thing had worked for centuries. The emperor remained unaware of the order but his top advisors would lead him to do as the order wished. However this emperor did not listen to his advisers. He would actively goes against their recommendation and brought the city to the lowest point that it had been in its existence. When he died and the next emperor was chosen he was determined to set right to the city. The Shadow Writers did what they normal avoid they made their presence known to the new ruler.
They convinced him that the best for the city was to left the Shadow Writers do their work. They reference the peace that Greenfall had lived though, and even the peace that Algrate itself shared before the previous emperor. They treaty was then signed that would allow the Shadow Writers to pick the next emperor and all those after that. This document is left secret to the populous which to their eyes the process of how the emperor is chosen is unchanged.
