The Merchant Marines of Peace
The Merchant Marine of Peace, the import and export business of The Arrangement of Peace, officially. However, it is commonly known that the real power behind this huge Maritime industry is The Church of Peace.
The Merchant Marine control all shipping in and out of The Arrangement of Peace via sea born vessels. If it comes to a harbor or leaves from one, the Merchant Marine of Peace is in control of it. This includes both legal and illicit trade goods.
To keep the MMP strong and provided with sailors, dockworkers, ship builders, etc... both The Church and the government of The Arrangement of Peace work tirelessly to provide new "talent" on a constant basis. Some of the new personnel that come to work for the MMP are volunteers, looking for employment, escape or won over by stories of adventure and riches. Most of the new recruits are provided by less savory means. Press-gangs roam most of the major cities of The Arrangement of Peace, picking up orphans, homeless, or lost souls down on their luck. The Church provides manpower To the MMP by sentencing dissidents and heretics, or just those that can't pay their due tithe to the Church, to limited service, which often turns into lifetime service. The government and its courts also provide workers through much the same means, those who disagree with the government or the Church find themselves indentured servants aboard a sailing vessel or as dockworkers in the MMP.
The number of volunteer workers is small and typically consist of those fully indoctrinated to the Church, true believers who dedicate their life to The Church and its ideals and who, while in foreign ports, often evangelize for The Church of Peace.
Conscripted sailors are kept from experiencing other countries and cultures and are kept aboard ship while in foreign ports by force and allowed no contact with others not from The Arrangement of Peace.
Culture
Once in the MMP, you only leave feet first in a box, or by being lost at sea.
The life is hard but the rules of the Church to help ensure recruits are fed, clothed and kept in decent enough health to work. The Command Priest on each ship ensures out right killing of recruits is kept to a minimum.
Public Agenda
To keep The Arrangement of Peace strong by ensuring goods are properly shipped into and out of the country and that the word of the Church is spread everywhere the MMP reaches.
