Zwintar

Government

Since the fall the High Council is the overall governing body of Zwintar.  Each district of the city has Elder appointed by the High Council to manage day to day operations.

Defences

Ten meter tall wall encircles the city with twenty meter tall guard towers every 100 meters. All three gates are reinforced steel bound oak and iron portcullis. Each Guard Tower has the ability to assemble a ballista or small catapult on it's flat, merlined roof in very little time.

Industry & Trade

Zwintar is a vacation city. Almost since the beginning the of the Empire, those with gold to spend in search of fun and entertainment and it continues that to modern times. Almost every vice you can imagine, and several you couldn't, can be found in Zwintar. All of it is closely watched by agents of the High Counsel to ensure all laws, there are a few, are followed and all taxes are paid.

Infrastructure

Zwintar, long being the vacation spot of the Imperial Elite, had every modern architectual improvement as soon as it was introduced either in Bendil or Mor Daven. After The Fall everything was maintained. It possess an efficient sewer system. The Docks are large and well maintained and can host over seventy ships of assorted classes at once.   Three entertainment areas offer a broad arrange of... extra curricular activities.

Districts

17 Separate districts. Each District was organized so that every one had trades, residential and business'. Some have more of one type then others. Districts that have less money making options due to large housing areas, pay less in taxes to compensate. Districts with high potential for money making in one capacity or another pay more.

Assets

Zwintar is a city of moving money. This means the city's coffers are almost always full. This has allowed the city to field a modest navy and army but one excellently outfitted with the best gold could buy. While in modern times it is again a city/state it possesses a fine deepwater harbor with excellent fishing.

History

In the summer of 2462 BF Zwintar, illegitimate son of the Zhulkir of Tel, left his father's kingdom to find his own way. This was done with a large well appointed and defended caravan. Zwintar left Tel a very wealthy man. The Caravan traveled for two years, Zwintar doing as he pleased whenever the caravan reached a town or city. But his desire to be entertained was left wanting most places. Then, after a particularly wild night of debauchery he awoke with a pounding head and a note written in his own hand. 'My own City'   After he had recovered he gave it sober thought. In his travels he had met and still corresponded with a large number of entertainment -centric people. Within a few months and many many letters passed between them, Zwintar found himself on the coast looking over a large sheltered harbor. It was there he decided his city, named for himself, would be founded. With investments and a large amount of his own wealth he hired builders and while his caravan became a village , his city was built. In 2469 BF it was completed and open for business. Zwintar's rules were simple. If it was consensual... it was allowed. If it was not consensual, you hung. Unless the Prince of the City, Zwintar himself, was interested. Then your execution would be a spectacle.    And this was how Zwintar would be until 2177 BF when King Zovera, was convinced to try and annex Zwintar's neighbor, Bendil. It did not end well.   Val, later named Val the First, took control of the Zwintar Army and with the help of a turncoat, was conquered in one night, every single member of the royal family, save children, and every senior Military officer and  advisor of the king were slain in one night. Zwintar knelt to Val and became the first nation to be assumed by that which would become the Bendil Empire.   For the entirety of the History of Empire Zwintar was a loyal city. Some more regulated laws were emplaced but for enough coin anything could be overlooked in Zwintar. It was during the Empire that anything could be purchased, even the darker things. Several times in it's history the Empire would come in and those who were the worst were rounded up and executed but others took their place.    After the Fall those with the most gold tried to take absolute control. They wished to turn any but the richest into a state of almost slavery. The common folk rebelled and in a move reminiscent of Val the First, in one night all the would be leaders and those who deprived others of consent were rounded up and hung en mass.... some after they had been beaten to death.  A High Council was assembled, later ratified by public election, and began to reorganize the city to go back to the ideals of the city's founder. It is under that ideal that it operates to this day.

Points of interest

Any consentual form of entertainment can be found in Zwintar. Gambling, Sexwork, gladitorial fights, racing, drugs and alcohol and everything inbetween.   The Constables of Zwintar are all very well paid by the High Council. This is done to keep them satisfied. Also, any constable found guilty of betraying their duty either lose their a hand, minor offense, or executed, major offense.
