The Citadel

A blue and gold flag flies over The Citadel. President Allen rules what was once a democracy after being unanimously elected to President by all remaining senators(only himself). The civil war against the mafia headed by Rocco Valenti is mostly over and Valenti and his troops are contained to the casino in the middle of town, however, Allen and his men cannot gain access.
