The Decree Passive is passed by the High Lords of Terra, forbidding the Ecclesiarchy military forces.
The Decree Passive specifically forbids "men under arms". Because of the archaic wording of the law, the Daughters of the Emperor do not contravene the ban. The sect was modified and brought into the Ecclesiarchy as the Adepta Sororitas.
