When the Pits first started being properly colonized.
After the first Whitebrush and his cohorts struck land, they decided the Pits would be a great place to form their own nation. A nation where merit rather than birth was the key to a better social standing. A nation where all would be welcome. A nation of pirates. The name came from the fact that in the 16th century, the region close to Africa was called "the devil's pits," as well as "Nuwa's garbage dump."
