Marhaven

The Administocratic Sovereign City of Marhaven is a complex multi-tiered megalopolis that is home to almost a million citizens. Though Marhaven boasts the wealthiest citizen class in the Realm, it also has the poorest citizens and the highest rate of crime. The upper, more affluent sections of the city are populated with gentry, nobility, and the ruling elite of Marhaven: The Administocratic Board. As you descend (literally) into the city, guard patrols become more infrequent, to a point where the bottom third of Marhaven is devoid of any law enforcement entirely. These lawless levels are "governed" by frequently warring gangs of outlaws and criminal organizations. Every brick and block of the city is owned by a myriad of guilds, cartels, companies and corporations, who find that the laws of the Administocratic Board favor protecting the profits of corporate entities over the individual. The exact origins of Marhaven are unknown, but the oldest subterranean foundations of the city date back to the first century CA. The true extent of the deepest levels are unknown. The city continues to grow in population and physical size, with buildings constantly being built upon existing structures.

Government

The Administocratic Board oversees blanket rule of Marhaven, but leaves local governance to the corporate or noble entities that own or control each individual district.
