High Council
The High Imperial Council is the central authority of the Imperium. Founded during the second foundation of the Imperium, a central authority to limit the control of Imperial Emperors and to create a powerful group to oversee large scale Imperial decisions and laws. The entirety of the Imperium is under the purview and power of the High Council; laws and decisions made by them affect every sector and person of the Imperium. Located and ruling out of the Imperial Capital of Prosperity; made up of people from across the Imperium: Nobles, members of the militant unions, legion officers, regional diplomats, economic officials, and representatives from sector councils.
Structure
The number of individuals that make up the High Council have changed over the millennia of the Imperial reign; ranging from 150 members in it's first iteration to over one thousand in the current age of the Imperium. The High Council is separated into many different sections and representative groups that focus on different problems and solutions. Many members are apart of different sections and have multiple roles upon the council.
In the current Fifth age there is an elected group of 20 members that stand as the heads of the High Council. They interact directly with an Emperor if there is one, they organize and lead the different parts of the council, lead votes and draft laws.
Each seat upon the High Council has different methods to vote new individuals into that seat. Once elected into the Council, a councilor retains their seat until death, they resign, or a vote of the High Council of head council elects to have them resign. There are select seats and some voted individuals who fill out select roles in the Imperial governance such as: the council headtaker, the Imperial treasurer, the militant general, the council inquisitor, the Imperial records keeper, the administrative lords, the defense councilors, the eldest, and many others.
