The Decree of Imperial Rule
A formal, lengthy document found in the palace, town hall, or whatever seat of government exists in every town or city in Undyr. It is kept on public display in the main public area of the government hall of a given town, behind glass where it can be kept safe.
The document outlines Undyr's right, both earned and divine, to rulership, both of the particular town and of the wider country as a whole. It is sealed with the Vye's personal seal, granting him imperial ownership of the town and its resources.
While in many ways more a show of authority than anything, the decree is a legally binding document. Under the court of Undyr, as upheld by the Utopian Concordant, any town containing the decree is under the ownership of Northswain and the ruling Vye, and any right to rule granted to the officials in that town is given only by charter and the grace of the Vye. It may be revoked, given proper legal documentation, and the Vye has supreme rule, overriding local leadership in all cases.
The document itself is overly flowery and wordy, more so than many of the other, less publicly viewable documents used in Undyr's courts. It also spends time painting a glamorous image of Undyr itself and its rulership, beyond the actual official legal parts of the document.
Some have criticized it, particularly those from outside of Undyr, as essentially a propaganda piece, touting Undyr as the best kingdom in the Riftgrounds and alluding to their mission of ruling the entire northeast, which the document itself always speaks of them owning by right.
Yet even still, it continues to hold its place in public view in every town and city they acquire, displaying to their own people and to the world Undyr's imperial ownership of every settlement in their lands.
