Lusokirrah (Nonlit. 'Luminary')
Public socioanthropological record
Property of the Royal Atheneum of Hövnís, Eörpe
This title is given to the current ruling head of a family in the Ascedancy, who is responsible for the overarching leadership of their family and seeing to their family’s collective welfare.
Qualifications
The only spelled out qualifications for becoming a Lusokirrah is that an individual has to possess an "adequate collection of relevant education and life experiences". This is typically loosely interpreted that they need to be 40 years of age or older, and have at least basic knowledge of the responsibilities and duties involved in holding a leadership position of primarily administrative/organizational/political nature.Source of Authority
In Cardinal and Great families the Lusokirrah is technically subordinate to the family's delegate at the Representative Committee making out the lower echelon of the Ascendant Worlds Congress. They are also subordinate to any sector leads or planetary governors owning the region their family is settled on. In Ascendant families the Lusokirrah is technically subordinate to the family's savant at the League of Savants making out the upper echelon of the Ascendant Worlds Congress. They're of roughly equal status as the planetary governor, but subordinate to a sector lead. A family's prestige as well as their status as Ascendant, Cardinal, Great or Subjacent determines whether individual Lusokirrah are superordinate, equal, or subordinate to each other.Requirements
It’s not allowed to both hold the title of Lusokirrah and another high-ranking title, such as that of a member of the council or cabinet, a sector lead or planetary governor, or a military leader.Appointment
After the formal abdication of a current Lusokirrah, members of the family that'd like to succeed them, and believe they fill the requirements, may apply as candidates for the position. The final successor is chosen through a family-wide election and is usually at one of the family's yearly gatherings. Each member receives a number of ballots depending on their rank in the internal family hierarchy. Voting is voluntary but encouraged, and ballots may freely be distributed between any number of candidates. Ties are rare, but usually solved via a second round of voting between the two candidates in question.Duties
Lusokirrah is a combined political, organizational, and administrative role, serving as the head of a family.Responsibilities
The Lusokirrah is responsible for a number of top-level tasks, for example:- Ensuring decisions set by higher governmental instances are followed and fulfilled.
- Seeing to it's members' welfare & success.
- Directing their family's efforts in different venues.
- Giving the final decision in the yearly family budget.
- Accepting/declining proposals of adoptions and/or marriage from other families.
- Acting as arbiter in certain in-family disputes.
Benefits
The title of Lusokirrah is in the majority of families the highest attainable rank in the family's internal hierarchy. They will enjoy a significant raise in salary and rights to land/goods allottment compared to the next-in-rank.Removal & Dismissal
Under normal circumstances the length of term runs until the holder of the title chooses to abdicate from their seat (usually with the intentions to fully retire from working life) and a new Lusokirrah is voted to take their place. An individual will very rarely be removed from office without their expressed consent and an announced desire to abdicate. In most cases this only happens if the individual for some reason cannot speak for themselves, such as being of very poor health or if they unexpectedly died.Occupational Data

What an intriguing social structure. I'm curious to know more about the families and how they work. :D

A lot more is to come about the Ascendancy and the lusoyans post-SC. I have a lot of v.10 word document drafts related to them, but felt like it'd take away a bit too much time and energy from SC to polish and post them too during the event. :)
