Magic Registration Scroll

Purpose

During the reforms of the empire and the acceptance of magic among it population a series of laws were created to ensure that security and safety of those with magic and that of the empire were secured. One of these laws were Magic Registration Scrolls that all born with magic must have at all times. This was due to the power those with magic had and that they government want to keep how many people with magic where in the empire on in case they need to be watched or protected. Along with the case that if they started commit crimes are use their magic for darker purposes then they could easily identify and arrest them. This also allows those with magic to be able to access areas and organizations of their craft more easily as it grants them proper clearance to do so. Along with allowing them to able to use their magic within the empire for their jobs that they have for them.

The document is divided in several simple categories that are simple really, such as identification of magic user, who they are associated with what resources they have access to and a magic seal that is linked to their essences to ensure that’s it authentic.

Legal status

The scrolls are only valid within the Vatian Empire and is territories, anywhere else and it doesn't matter if you or not.

Historical Details

Background

It was during the time that the empire was being reformed into a more powerful state as it had expanded for the centuries and utalize all forms of resources as possible. This also included magic as it had very little understanding of it and the properties that should benefit them. But as magic users were being accepted with in their walls, they wanted to ensure that they were monitored so that if they were a threat that could easily be identified. With the scrolls linked to their owner they could easily find them.

Legacy

Theses scrolls are considered both a blessing and a curse as people feel safe having them on magic users, bu those with magic often feel that they are being watched and have no privacy as the scrolls are designed to track them. Making them feel that they limited freedom to do as they want.

Term

The documents themselves are official until the day the magic user dies as they have their essence is connected to the scroll making it impossible to forge.

By the power rested in the emperor/empress of the Vatian Empire, (current ruler's name) this scroll hereby allows (name of magic user) to be granted the power to use their magical gifts within the border of the empire. This document has all the required details that authenticates the this document is real and that all information on this magic user is real.

Granted Access

write down all areas and information that they have access to. These names are encrypted with magic to ensure security and are only can be seen by those who have been given access.

Magic seal to identify user through their essence and will by a certain color with the type of magic they use.
