Grand Arbiter
Requirements
Must be an Arbiter, and must be at least twice the age of maturity for their race.
Appointment
First one must be voted as Arbiter by their native island, or the island on which they have lived for more than thirty years. Then, they must be voted as Grand Arbiter by a vote of the other Arbiters of the Congregation
Duties
To protect the people of the Congregation, and to wield its resources in ways that will help the greatest number of its citizens
Responsibilities
Day to day management of taxes, forms, disputes between members of the Congregation, organisation of resources complying to the wishes of the Congregation, and occasional public appearances.

Political influence, a nice salary, and round the clock protection from seasoned guards even after the term has finished.
Grounds for Removal/Dismissal
If the Arbiters of the assembly feel that the Grand Arbiter is not sufficiently representing their wishes, is acting too strongly in their own self interests, is not competent enough for their role, and/or any other reason, a two thirds majority vote can be held to remove the Grand Arbiter from office. In this case, the Grand Arbiter is entitled to speak in their defense before the vote, and they will still receive the benefits of the full guard after being removed.
