Ixpra
Ixpra is the criminal capital of the archipelago, where all manner of pirates, crime lords, and lowlifes congregate. It is controlled by the Bloody Scourge, who maintain control using the respect and fear of the pirate captains that serve amongst its leadership, but this control is tenuous at best. The way it really works is that the captains who are supposed to be in charge are frequently bought, or turn a blind eye to the goings on of the criminals, meaning that almost anything goes.
Almost every part of the island has been built upon to create buildings, mostly homes that are constructed from whatever scrap the owners can find. The rest of the buildings are mostly taverns, with a small number of meeting rooms and shops.
Because there are so many people on Ixpra, there are not enough resources to go around, so people are always fighting each other for food and space. Most of the children who grew up on Ixpra have experience helping criminals from almost as soon as they could walk, and those that didn't were lucky enough to have parents that people feared.
As lawless a place as Ixpra is, there are three rules that everyone does stick to, universally. The first is that the shops and shopkeepers should be left alone except to do legitimate business, otherwise everything breaks down. Steal from others, but not them. The second law is that no captain from the Bloody Scourge may be killed, unless they start the fight, in which case their death is their own fault. The third is that if you kill someone, you dispose of their body. There is a designated place for it, and it is only fair to the person you killed.

Geography
Ixpra is a small island on the east side of the Outer Lands. It is mostly just one large hill that rises out of the ocean, with a few beaches at the bottom. A lot of the island is surrounded by rocks and reefs, many of which are hidden from view, which means that it is difficult for anyone who doesn't already know the safe passages to get there.
History
Ixpra was first colonised by a pirate by the name of Bloody Edgar, who used the island as his seat of power during his lifetime. Due to the prosperity of his pirate fleet, more and more people came to live in Ixpra to share in his riches, and then stayed there after his death. Over time, factions began to grow on the island, and they all continued to grow while the population multiplied, until the island had become an overcrowded mess criminal activity where everyone was trying to get above everyone else.
After the Bloody Scourge was formed, it brought some level of order to the town, but this lasted only as long as the motives of the Bloody Scourge remained pure, which was maybe a few years. To this day, Ixpra is the world's greatest and most wretched hive of scum and villainy.
