Jarl

In Daoine culture, a Jarl is similar to a Mayor. Found in Large cities and Holds, they are a representative of the people to the King, and a Represetnative of the King to the People. 
The Jarls so far have been selected by the King, but the Death of Jarl Erarik in the North may prove unsettling
