some Casadoran farming enterprise Z has been hiring X security company. they've been doubledealing to Y pirate crew. Last shipment was lost to the pirates (Z collected on insurance from X). Security Company has gotten suspicious. they've hired <the bad guys> Private Investigators to investigate Z. Party canbe hired by Farming Enterprise to help cover for them
(for more twists and turns) can *be* the investigators hired by Security Company. (once they discover the doubledeal they have a choice to make). could take it in a "fight off pirates" arc. notice the pirates asking the enterprise "you didn't tell us anything about these guards!" or something like that..
quest: a robbery. the most important thing that was stolen is illegal (or secret) so it doesn't get reported. players learn about it in the solving and that's our noir beat.
