a serpent-worshipping cult out in the bog. Worship a serpent named Apophis. Their rituals mutate them into part-serpents. And they command massive river-snakes, larger than anacondas.
But they have 'agents' and followers across the world.
It's a loosely organized cult outside of Sarpedon Bog. People will delve into the cult without ever making true contact with the cult centered there. Texts get circulated. Make Apophis a player-possible god for domains and that kind of thing.
