The Seston States

Structure

Each city-state within Sestonia operates as its own autonimous political entity, though they consider themselves a single cohesive kingdom in terms of international politics. Each city state is permitted to operate their own legal system and form of government, though all sestonian cities are expected to adhere to a nationwide set of laws referred to as the Decalogue.

History

The sestonian people are descendants of those humans who fled celestial rule and journeyed south to establish a kingdom of their own. According to historical accounts, several attempts were made to establish a traditional monarchy, but generations of slavery had left the sestonians with a healthy distrust of kings and rulers. After a decade-long line of failed kings and emperors, it was eventually decided that each sestonian city would be left to rule itself, so that no one individual would have enough power to force his will upon others.
Nearly a thousand years later, after seeing the Akh-Regan empire fall to internal conflict, the sestonian cities established the Decalogue. This united them into a loose military alliance, while still allowing them the freedom to write their own laws and pursue their own interests without the interference of a central ruler. This alliance has continued more or less unchanged in the two millennia since.

Territories

Sestonia encompasses nearly the entire southern half of the vecronan continent, from the Voiceless Wastes to the southern coast, and from the eastern mountains to the Winglands in the west.

Military

Each sestonian city is expected to field its own militia and raise its own army in case of war, though military alliances between cities are not uncommon.

Religion

Although the Akregian Church has no presence in sestonia, sestonians do still adhere to the commandments of the Dragons and revere most of the same saints (as well as nearly a dozen non-canon sestonian saints). Sestonian religious practices are much less rigid than in the northern kingdoms; all that is expected from most families is to keep a small household shrines dedicated to one or more patron saints, and church services are typically limited to once per week.

Foreign Relations

Sestonian cities tend to be on friendly terms with each other, though conflicts do crop up from time to time. Concerning external politics, the cities are much more cautious. Long-term negotiations are almost unheard of, leading to the common akregian opinion that sestonians are reclusive and xenophobic.
