Focos Council of Guilds

The Focos Council of Guilds is the legislative body of Focosgost. The various members of the council are made up of the heads of the city's various guilds. While the council can propose minor laws and rulings on taxes, final approval on nearly all measures must come from the city's lord.
Perhaps the most important role the Council of Guilds serves in the selection of the next lord. Upon the death of the previous lord, the Council of Guilds convenes to select a new one from amongst the city's populace, based on who possesses the most "merit," or accolades in their chosen field.
Since the ascension of Hargrave Decker as lord, the role of the Council of Guilds has been diminished.
