Lisa the Red-Eyed Wolf
The initial hunts
Scientists tracked wolves in the Netherlands for several decades, managing to partially keep an eye on them even as the world started to become Storm-scarred. One of those wolves was Lisa, who actually had amber eyes. Born in 2043, scientists spotted a wounded Lisa shortly after a hunting party had entered the Veluwe to hunt for boars. The hunters included three farmers that returned to their farms that evening. The next day they did not show up for the hunt. In the evening their fellow hunters went to check on them, and found all three families massacred. All victims had their throats torn open, while the hunters had been practically ripped apart. A large group of hunters formed to hunt down all wolves in the area. While they did take out several wolves during the day, at night hunters were tracked down and killed. When protective militia were formed, those too were ambushed. It was during one of those ambushes that a survivor reported seeing a red-eyed wolf, that used one of her victims as cover against the bullets. A few weeks after first spotting a wounded Lisa, the scientists managed to spot her again, now with blood-soaked fur and dragging a human arm in her mouth. They reported the identity and whereabouts of the wolf to the hunters, who responded with hostile behaviour and forced the scientists to flee.Return & legacy
As wolf-hunting continued, killings became less frequent and eventually came to a stop, but nobody seemed to have successfully hunted Lisa. A year later, people again went missing at a rapid pace. Eventually a bloody and mostly consumed corpse was found, and some of the scientists came back to help investigate. While no wolves were spotted, tracks suggested Lisa had returned and had several young wolves as companions. It wasn't long before all nearby locals had either fled or gone missing. But soon after other settlements began to be attacked. The killings continued, and eventually scientists managed to spot Lisa leading a wolf pack. Strangely enough, while locals not involved in hunting also were among the victims, scientists were never ambushed during their investigations. Based on the injuries of found human remains, and other track evidence, Lisa's personal kill count was in the hundreds during the first three years. Afterwards, due to the downfall of the country, precise records halted. However, all evidence suggests that Lisa's offspring ended up forming several wolf packs, which all continued hunting humans. While Lisa likely died in or before 2058, even decades later wolf packs still are estimated to kill more than a hundred people every year. While several attempts have been made by Strongholds to create new bases on the Veluwe, these have all failed due to human and animal raids. The general conclusion is that humanity no longer is top-predator.

This is terrifying - a whole group of wolves that have evolved to hunt and kill humans. I wonder what made Lisa (great name) start hunting humans in the first place? Was she scared of the hunters and attacked in self-defence, before getting a taste for human flesh?

That would definitely be the hypothesis of the scientists. Fear, anger, pleasure, in that order. You can also tell that over time she switched from murdering for the kill, to killing for the food.
