Sayar is a typical bully. Tall with shiny black hair he swans about the space port and rules the place. He controls the space port in the name of the Free League, but really is one of Akbar's men. Bribes work great, but usually it is better if you are submissive at the same time. When the Heroes meet him, he has three stevedores with him.
