Col. Phillips challenges the Project Rebirth candidates to remove a flag from the top of a free-standing flagpole. After all the other candidates have attempted to climb the pole, Steve Rogers removed the pin holding the pole in place, dropping it to the ground and allowing him to easily take the flag.
