Steve Rogers requests permission from Col. Phillips to lead a rescue mission for the 107th, but is denied, due to his lack of training, and their being held deep in Nazi-controlled Austria.
Equally frustrated, Peggy Carter offers to help him go rogue and conduct the mission without approval.
