Crafting Magical Items
Crafting a magical item requires three ingredients: Skill, Materials, and Time.
Crafting of a magical item must be performed by a skilled Crafter. Crafters are specialised professionals with the knowledge to turn raw materials into something usable. Both PCs and NPCs may act as crafters as long as they fufil the requirements of the profession. Crafters must also have the right equipment and tools in order to craft an item.
These are the official "crafts":
Alchemist (Proficiency with Alchemist's Tools)
Artificer (Proficiency in Arcana + Spellcaster)
Blacksmith (Prof. in Smith's Tools)
Leatherworker (Prof. in Leatherworking Tools)
Tinker (Prof. in Tinker's Tools)
Thaumature (Prof. in Religion + Spellcaster + Follower of a Deity)
Woodcarver/Bowyer (Prof. in Woodcarver's Tools)
Weaver (Prof. in Weaver's Tools)
Additionally, more rare magical items require a higher degree of proficiency as a crafter. For PCs, this proficiency is your proficiency bonus:
Common: Requires Novice level professional (+2)
Uncommon: Requires Journeyman level crafter (+3)
Rare: Requires Artisan level crafter (+4)
Very Rare: Requires Master level crafter (+5)
Legendary: Requires Grand Master level crafter (+6)
Materials
Magical items can't be crafted with a bunch of stuff you bought at the general store. Most magic items are built around some exotic base material or ingredient which needs to be obtained (usually through adventure). Aside from the primary exotic ingredient, the crafting will need other general materials to aid in the construction that can generally be purchased (rare acids and fluxes, metals to alloy, charcoal from rare trees, thread from spider silk, etc.).
Below are guidelines for materials costs (reduced by 50% if consumable). The actual value is at the GM's discretion, and the value of the base ingredient is deducted from these figures.
Common: 50 gp
Uncommon: 200 gp
Rare: 2,000 gp
Very Rare: 20,000 gp
Legendary: 100,000 gp
The time it takes to craft a magic item depends on its rarity and the skill of the crafter. A higher level crafter can complete a magic item in less time than someone who only meets the minimum requirements:

If you want to hire a crafter to build an item for you, assuming you can find one of the appropriate experience, they will charge a daily rate in addition to the materials costs of the item. The average costs per day for hiring crafters are as follows:

Artisan (+4): 4gp/day
Master (+5): 20gp/day
Grand Master (+6): 50gp/day
