Ralayan the Occultacle is an Ilithilich and Runemaster of the Twisted Rune. He is also the creator of the Tomb of the Nine Gods, and the artifact it protects: the Soulmonger.

Personal history
Ralayan joined the Twisted Rune as an Alhoon centuries ago, before eventually becoming magically powerful enough to become a full lich (Ilithilich). For much of that time he worked closely with Priamon "Frostrune" Rasesk, and collaborated with him on one of the biggest accomplishments of the Twisted Rune - the abduction of Halaster Blackcloak and the subsequent understanding of Gate construction.
