Governor

Governors are non-noble persons who act at the de-facto rulers in a region, especially if there is no political and/or religious figure to run a designated region. Such a title is found regularly in the Abbasid Caliphate, and a few other empires. Many such Governors have made moves to ingrain themselves as nobles by advancing their power base through military action, bribes, marrying into nobility, or by political intrigue. Many are voted in by the nobility, and a few will eventually become nobility in time, though the role is a temporary and can be stripped at any point for any reason by the nobility who they report to.
