Concept: Writs
The Galactic Standard for all of the Core Systems is the Writ system. The concepts of Writs may be a tangible item, like a program attached to a ship's navigation system or a noted on an ID, or it can be intangible, like the right to carry weaponry or seek protection from the local authorities.
While each Writ varies in type and style from government to government, the most common one that travelers will always need is the Writ of Entry. Ship Captains seeking to make a living through trade also end up dealing with Writs of Trade commonly. Mercenaries and combat-level crews typically need to understand their Writs of Armaments and Writs of Protection. The Writs of Citizenship typically inherently encompass most of the other Writs tied to the individual and are the goal of most residents inside of any of the Core worlds.
