The Cultist Threat

Cults are not well treated in The Web. It's not necessarily unwarrented. Cults cause problems even in the modern day, and their history is littered with brutality, debauchery, and generally lack of moral fiber.   Due to this, The Commonwealth of Alternative Religion established The Declarations of Faith and Practice to help direct the animosity to the groups most deserving of it. The 12 cults sought to eliminate groups that gave them a bad name.   In response, it only created more distrust. there are those in The Web who refuse to trust The Commonwealth. They see a more insidious plan at work. Whether they are correct or not depends on who you ask. Even The Commonwealth will admit their is an agenda involved, they have ultirior motives.

The Grand Design

The World is changing. Creatures once filled by the slightest wound inflicted with the right ingredients, are becoming more resilient. The Web itself testers in the fine edge betweeb peace and war. The cultists know there are fewer people joining The Web every year. Their ranks swindle with every holy war, and the organizations holding the horrors at bay will be overwhelmed in time.     The Commonwealth added their services, but this is a temporary solution. The Declarations were just a step towards a greater goal. The 12 Cults want to make The Candlelight universal. They want everyone to be in the know, regardless of the consequences. The Web wouldn't stand for this. The Rules of Inclusion are their to protect those whobcant handle the truth.   While their is no vow of secrecy, no masquarade to keep, one has to be careful when considering bringing someone into The Web. The Commonwealth doesn't care, and the worst part is that they are right.
   

The Ugly Truth

If The Web cannot adapt, it will fail. This is a simple fact. The organizations, with all their power, cannot fight without people, and people are in short supply. This fact is slowly becoming apparent to those in The Web, but not all.   Organizations such as Wicked, The Black Box Medics, and other Troubleshooters would approve but the larger organizations would fight tooth and nail to avoid it. They don't want to handle to problems involved. Training, housing, outfitting, and more would be a nightmare.   The cults have yet to figure out just how they will accomplish the task, but their connections in The Outer Web are in on the conspiracy, even if those in The Web have no idea what that conspiracy is.

Just Plain Wrong

Organizations in The Web have those who spread many wild theories about what The Commonwealth is up to. These theories are wrong, but each builds more resentment towards The Commonwealth.   Siegfried is always ready to assume they will bring some world ending goes through time and space to devour reality. The Alexandrian University believes the entities the cults worship are to be feared and handled with caution. Even Oxenfree keeps a fine eye on the cults should they fracture the thin layer keeping other realities out.     The cultists take this hostility with alarming grace. If there isn't anything for these organizations to worry about, why bother fighting back? They accept the hate, and secretly long for the day they get to say "I told you so."
