Disunited "Faction" Outlaws will normally divide their Power evenly to oppose any Factions that are working against them. This might even include opposing itself (like in the case of a bandit trying to unite all the outlaw clans).
Eternal Faction Unless the political situation changes drastically, outlaws will always ben an endemic problem. Should this Faction be reduced to 0 Power it is destroyed but not permanently; its Current Agenda becomes "Re-establish itself in the area". Gaining 1 Power represents new outlaws entering the area.

Men who think themselves better than the law
Because of the arm of the law doesn't extend into the area, those that have been outlawed tend to flee to the
Wisthulz Forest to escape their punishment. There they come together to form bands which give them the power to enact their self, anti-social, psychotic, and/or vile desires.
Each band is together for a different reason and is pointed towards a favorite vise, which is noted in their particular entry and they don't tend to work together - even if they leave each other alone or trade incidentally. But, like monsters, together they form a large enough threat to be treated like a faction, but, like monsters, have a special rule, although there may be cases where all the outlaws are united in a single cause.
