Culture

The Culture of the Church of Law is one of unwavering good. Laws are the framework by which justice and goodness may be carried to the land, through the careful attention to the laws and mitigation of abuses the church does due dilligence to ensure that what is enshrined as Law is not merely enforced because it is the law, but also because it is ultimately good. This has led to a very positive reaction from the more urbanized societies who must manage many different cultures. 
The places where it runs afowl of cultural issues are in the less strict areas of the world where laws, even good ones, can and are used as cages for the people under them. Though the church works diligently to change these laws, it takes time and that above all is seen as the major weakness of the church.

Public Agenda

Ultimately in service to Cimstus - The God of Laws the Church wishes to ensure that Laws and orders that serve the people. They mostly do so by ensuring that Avistra is run as a bastion of justice in the land, but they do carry outreach to any areas or nations that ask for their help.

Assets

The church has a great deal of financial and political power, they don't leverage it in the same way that countries like Hull do, but when they do find the occasion to flex their assets it can be truly impressive. 
The most powerful asset they have are their connections to Heaven and the Archons which they can call on directly for aid. The ability to field extraplanar soldiers in the battle for Law and order is wihout a doubt their most unique and powerful asset.

History

The Church was formed around the first followers of Cimstus sometime near the dawning of the Third age. Believed to be inspired by surviving scraps of the laws and ideals of the second age, the Church has spent the entire 3rd age refining these ideals and practices into the modern laws it protects and represents.

Cosmological Views

The followers of Cimstus often become Petitioners in Heaven or rise to the status of Archon if they have been particularly devout followers. They are all associated with the planes of Law and Good, and the previous Paragon of Good came from their ranks. 
 

The Paragon of Good

Leena the Just - Born in Avistra to a middle class family, Leena the Just became a cleric of Cimstus at the young age of 10 when she was paralyzed in an alchemical explosion at a factory run by her parents. The Loss of her legs didn't stop her pursuit of truth and justice however and her dogged pursuit of safe working and living conditions quickly caught the attention of Cimstus himself who granted her the chance to have her legs healed. Famously she turned down the god of Justice, instead asking that he help enshrine in law protections for others who had or would undergo life changing circumstances such as hers. During one of her diplomatic trips north to Eaglan she discovered something that she kept secret until her death at age 140 which vaulted her to paragon status, ensuring her place in Nirvana.

Tenets of Faith

There is no Law without Justice There is no Justice whout Law   Ensure that the Law is obeyed if it is Just Ensure that the Law is changed if it is Unjust   The scales of Balance measure each person No person is greater than another in the eyes of Law or Justice.

Priesthood

The Church of Law is based on a complex system of clerks and judges that serve as arbiters throughout the land. At the lowest level are Adeherants, standard citizens who believe in and follow the laws, these Lay-persons often have a working knowledge of local laws.
The Clerical orders begin with Advocates, Prosecutors and Defenders respectively. Prosecutors are the more martial of the Clerical order while Defenders are the more academic.
The Justicariate are the Champions of Law and are almost all comprised of Paladins, while there are a few Redemers among their ranks. Liberators often align themselves with Justicars but because of their chaotic natures they are not often suited to life within the church, finding it's sometimes draconian systems too stifling.
At the highest levels are the Judges, often high ranking Clerics and Justicars who have moved out of the field and have settled into positions of authority within Avistra
