Magical energy permeates the fabric of reality throughout the planar system. Every living creature is subject to this energy, though some have significantly more power over it than others. Many sentient creatures are able to tap into this energy to perform spells or create potions, but some species (such as Elves ) are more in tune with the energy and thus more likely to practice magic.
