The World In-Between

Florium (Floor-ee-um)

Priority:

Economic. The town prioritizes their market, ensuring a large area, wide streets, more shops, and lodging.

Government

Florium is governed by a council of wealthy elders with ties to the trade hall, whose weekly meetings often turn into drunken brawls.

Government Heads:

  • Jula Vitiusalv: Female Dwarf Peasant. Jula has white hair and green eyes. She wears well-made clothing and carries a long knife. Women in government positions are still new, but she is respected as part of the trade guild, and very wealthy by Florium’s standards.
  • Primus Babudius Castus, Human. Primus is the main head of the local trade guild, as well as the wealthiest person in Florium. He is respected by others in the guild for his fair dealings with internal disputes, and the townsfolk believe he is a just man when it comes to punishments or conflicts.  (SPOILER): the truth is that Primus has made much of his wealth off of scams, stealing from the government’s treasury, and killing innocent merchants. The desert tomb where people have been disappearing is actually where he hides his stash of stolen goods and loot. The ground above the tomb’s hidden entrance has become unstable. Anyone who discovers it, he has killed and adds their loot to his collection.
  • Because it’s a decently small town, the empire doesn’t have resources to have a place of government within it, especially in the middle of the desert. However, Elysian troops still pass through from time to time, and there is no question about the area being under the Empire’s occupation despite the lack of federal government leadership present.

Defences

Fortification:

Unfortified. The town’s perimeter is open, allowing entry from almost any point.

Law Enforcement:

Town Watch. The watch is run by an appointed captain, with one lieutenant, and enough guards, to adequately guard key points in the town with token patrols.

Crime:

Uncommon. Crime does not occur often but, when it does, it is a noteworthy occurrence.

Industry & Trade

Prosperity:

Very Successful. The town has achieved real financial success and attracts a large number of visitors.

Specialty:

Unique Shipping Methods. These people know how to get things from one place to another by strange or innovative means.

Population Wealth:

Average. Most of the town’s population have enough to live a modest life. Those without are a minority.

Infrastructure

Condition:

Robust. Buildings in the town appear solid. Beams protruding from structure walls look to be sturdy and hard-wearing. While possibly lacking in true refinement, the town bears a strength and sense of reliability. Roads are maintained, though not obsessed over, and are largely free of refuse and filth. The smells are those of smoke and sawdust, leather and sweat.

Size:

Medium. Up to 1000 standing structures in an area able to support around 4000 people.

Market Square:

  • Spacious. Room for lots of vendor stalls.
  • Vendor Stall Acquisition: First Come, First Served - Fee. Merchants line up prior to market day. Those at the front of the line are given first pick of the available stall spaces, provided they can pay the fee for the day.
  • Merchant Overflow: Banned. Excess vendors are not allowed to set up stalls outside the town. Town guards will enforce this.

Population Overflow:

10%. A tenth of the town’s population is outside the town proper.

Treasury.

  • Used as a centralised place to manage the town’s funds.

Adherents are utterly and unthinkingly devout, forcing their doctrine upon their surroundings and peers, or taking actions that further their cause regardless of personal cost. Though typically seen as negative, this could also be a positive, such as a church of light rising up in an evil kingdom, helping those in need, even if it puts themselves in peril.

Arotil Sanctuary (God of Art & Artisans)

  • A large, well-appointed structure, able to comfortably accommodate up to a few hundred people.
