The Shadow Brokers

The Shadow Brokers are among both the most successful, and most secretive of criminal organizations in the world. They seek to become omnipresent and inescapable, wealthy and powerful, and most importantly, untouchable and uncatchable. The Shadow Brokers are the ever present shadow of society, never seen, but always present. They are an organization which prefers to only have their effects felt, and never seen.

Quiet Professionals

Known more colloquially by those in the know as "The Black Network". The Network does its work discreetly, and professionally at all times. It holds itself to a higher standard than the likes of the Bilgewater Cartel or the Crimson Hand; or at least will do the same work cleanly and quietly. They operate through front businesses, the vast majority of which no one ever will know is a front. The Black Network wants to make it necessary—and preferable, even—to deal with its members. It wants to secure, over time, an iron-fisted monopoly. Members must be the best—the cheapest, the fastest, and the most secure—at providing services and goods both legal and illicit, willing to lose coin if it means destroying a competitor, upholding the reputation of the Network, and securing profits from everyone they deal with, except when to do so would work against the Black Network's ultimate goal: to make everyone dependent on it.

The Ones who Knock

No joins the Shadow Brokers, they invite and recruit only those who they take an interest in, and often foster a relationship with long before the individual knows they're being scouted. Members of the Shadow Brokers think of themselves as a members of a very large family and relies on the Black Network for resources and security. However, members are granted enough autonomy to pursue their own interests and gain some measure of personal power or influence.

Beliefs

1. The Brokers are your family. You watch out for it, and it watches out for you. 2. You are the master of your own destiny. Never be less than what you deserve to be. 3. Through dedication, skill. Through skill, reputation. Through reputation, wealth. 4. Everything—and everyone—has a price.
